Summary

The extent to which beneficial ownership transparency (BOT) reforms help achieve specific policy goals is dependent on beneficial ownership (BO) information being effectively used for these purposes. Therefore, it is critical for agencies that design and implement BOT reforms to understand the experiences of users of BO information, including their perspectives on what enables and hinders effective BO data use. 

To support progress in this area and further explore how reforms can be best designed for impact, Open Ownership leveraged its global network and conducted primary qualitative research on BO data use. The research provides a conceptual framework to understand BO data use and draws lessons for effective and user-centred implementation of BOT reforms.
